Balicasag Island
A tiny marine sanctuary island with turtles you can see from the beach.
Balicasag is a small coral island off Panglao with a marine sanctuary ringing almost its entire coastline, meaning turtles and reef fish are visible just metres from the sand. It is one of the most reliably good snorkelling spots I send families to, precisely because you don't need a boat or a guide to see something remarkable — you can wade in from the beach.

My personal recommendation
I tell families to skip the group snorkel boats entirely and just walk into the water from the sanctuary beach — the turtles are there regardless, and you avoid forty people kicking sand into the same five square metres of reef.
