Whale sharks without the Oslob crowd, on the strait between Leyte and Panaon.
Pintuyan sits at the southern tip of Panaon Island, on the Sogod Bay strait where whale sharks feed naturally between November and May. Unlike Oslob, there is no feeding here and no wall of bangkas — some mornings you share the water with two other boats, some mornings with none. I inspected the BIO board and homestays myself in 2023 and again in 2024; it remains the most honest whale shark encounter I know of in the country.

My personal recommendation
Book the 06:00 slot, not the 08:00 one — by mid-morning the wind picks up on the strait and visibility drops fast. I once waited three hours for a boat that 'left already' because I confirmed by text instead of showing up at the pier the night before.
Best beaches
Pintuyan public beach
Grey-black volcanic sand, functional rather than pretty — this is a whale shark base, not a beach holiday.
Napantao
20 minutes north, calmer water and a proper sanctuary reef just off the sand for an afternoon swim.
Where to sleep: my inspected hotels
I have taken the 06:00 boat myself twice, once in February and once in April, and slept in a BIO-network homestay both times to check what clients would actually experience.

Currents in the strait are real; the BIO team's rules exist because people have been swept off course.

Pintuyan is a wildlife base, not a resort town — pair it with Limasawa or Southern Leyte's dive sites for balance.
