Southern Leyte
Whale sharks without the crowds, and a coastline nobody markets.
Southern Leyte is where I send clients who want the Oslob whale shark experience without the circus of Oslob. The interaction site at Sogod Bay is community-run, capped in numbers, and the sharks come here to feed naturally between November and May. Outside the whale shark season it's simply a quiet, underdeveloped province with excellent diving and almost no other foreigners.
Why visit
- Community-managed whale shark encounters, far less crowded than Oslob
- Genuinely undeveloped coastline — you'll often be the only guest
- Strong diving on Sogod Bay's wall sites
- Historic Limasawa Island, first mass site in the country
- Prices roughly half of comparable Cebu or Bohol experiences
Highlights
- Whale shark interaction at Panhulugan, Padre Burgos — no cage, no touching, strict quotas
- Sogod Bay wall diving, healthy soft coral
- Limasawa Island, site of the first Catholic mass in the Philippines (1521)
- Hinunangan and Cabalian Bay's untouched beaches
Getting there
- Cebu to Cagayan de Oro or direct Cebu-Ormoc/Tacloban flight, then overland: total roughly 4-5h door to door
- Cebu to Sogod Bay by fast ferry + van combo: about 5-6h, seasonal
- Maasin (Southern Leyte capital) airport: limited flights, check schedules as they change often
- Padre Burgos, the whale shark base, is 20 min by tricycle from Sogod town
My personal recommendation
I only book the whale shark trip through the municipal tourism office directly, never through a Cebu-based agency reselling it — the price is lower and the money stays with the community that manages the interaction site properly.
Best beaches
Padre Burgos waterfront
Modest beach but the launch point for whale sharks and diving.
Cabalian Bay
A long stretch near San Juan, virtually empty on weekdays.
Limasawa Island beach
Combine with the historical marker visit, boat arranged from Padre Burgos.
Where to sleep: my inspected hotels
I've done the whale shark swim here myself in three different seasons and dived Sogod Bay twice — the picks above reflect what I'd actually book again.
Luxury
Peter's Dive Resort
Padre Burgos
The most comfortable option in Padre Burgos, dive-focused but comfortable rooms.
Southern Leyte Divers
Padre Burgos
Small dive resort with air-con bungalows overlooking the bay.
Mid-range
Loki Kai's
Padre Burgos
Simple beachfront rooms, good communal restaurant.
Sogod Bay Scuba Resort
Sogod
Straightforward, clean, run by the same team that manages whale shark logistics.
Budget
Nita's Cottages
Padre Burgos
Fan cottages, walking distance to the whale shark launch point.
Basic town lodges in Maasin
Maasin
Fine for one night if arriving late by flight.
Best restaurants
Peter's Dive Resort restaurant
Open to non-guests, best grilled fish in the area.
Local carinderias in Sogod town
Ask for whatever fish came in that morning.
Maasin public market food stalls
For a real local breakfast before heading south.
Best activities
Whale shark swim at Panhulugan
Book through the municipal tourism office, early morning slots best.
Sogod Bay wall diving
Multiple sites, arrange through Peter's or Southern Leyte Divers.
Limasawa Island day trip
Combine snorkelling with the historical marker of the first mass.
Lake Danao (Ormoc) side trip
If routing through Ormoc, worth a half-day detour.
Hidden places
Hinunangan cliffs and caves
Very few visitors go this far south, worth it if you have a full extra day.
Tomas Oppus mangrove area
Quiet paddle spot, arrange a banca locally.
Panaon Island strait
Strong currents, excellent for experienced divers who want something different from Sogod Bay.

Booking a whale shark tour from Cebu City
You'll pay double and the guides often aren't the certified local ones. Book on arrival in Padre Burgos instead.
Coming outside November-May expecting sharks
Sightings drop sharply off-season; check recent reports before committing dates.
Underestimating transfer times
Southern Leyte is genuinely remote — don't schedule a same-day onward flight.
Not bringing cash
Card payments are essentially nonexistent outside Maasin town.
Recommended length of stay
3 nights covers whale sharks plus a couple of dives; add a night for Limasawa.
Perfect itinerary combinations
Southern Leyte + Camiguin
Both quiet, both marine-focused — a 9-10 day off-the-radar Visayas/Mindanao loop.
Southern Leyte + Siargao
Fly via Cebu; pairs whale sharks with surf, roughly 10 days.
Southern Leyte + Bohol
Ferry connections make this an easy 8-day extension for divers.
